Social Services Supervisor and Social Services Program Staff PURPOSE OF POSITION:
The Social Services director is responsible for the direct administration, management, and development of the Aging and Disability Resource Center/Lifelong Links programming and assigned Title III program services of Milestones AAA with and under the supervision of the CEO.
This position requires travel throughout the 17-county area for all Milestones Area Agency on Aging counties.
Social Services Director is responsible for budget planning, document/report preparation, service quality monitoring, and adhering to established or new budget guidelines.
The Social Services Director facilitates Agency promotion and public relations throughout the service area in collaboration with marketing, the CEO, and other staff as appropriate.
SPECIFIC DUTEIS AND RESPONSIBILITIES 1.
In consultation with, and under the direct supervision of, the CEO, the Social Services Director is responsible for the administration, management, supervision, and development of the Agency Social Services Programming:
ADRC/LifeLong Links, Title III, Elderly Service programs and staff as assigned, to include Options Counseling and Case Management, Information, Referral & Assistance, Adult Rights, Family Caregiver, and Return to Community.

Oversee all aspects of programming to ensure high quality, efficient and effective service delivery consistently looking for creative ways to improve services and increase sustainability.
Responsibilities include, but are not limited to:
budget management, oversight and support of Social Services Supervisor, updating program policies and procedures, oversight of service contracts and provider performance quality, implementing best practices, monitoring and controlling program costs, etc.

Obtain and maintain up-to-date, thorough, and extensive knowledge of private and public vendors, agencies, resource, and services.

Obtain and maintain up-to-date, thorough, and extensive knowledge of all Social Services program policies and procedures.
Responsible for knowing and staying up-to-date with foundational administrative documents including, but not limited to the state Reporting Manual, agency Area Plan, Older Americans Act legislation and applicable Iowa State Code requirements.

Complete annual on-site monitoring visits with contracted social services providers.
6.
Serve as the Agency contact to initiate and maintain strong and beneficial partnerships with social services-related providers and community stakeholders.
7.
Obtain certifications as required by the Iowa Department of Health and Human Services, Division of Aging and Disability Services; attend local, state trainings and workshops as appropriate and recommended.
8.
Assumes leadership role of Milestones Area Agency in absence of CEO, in collaboration with the other Directors.
9.
Positively and proactively contribute, coordinate, and collaborate with the management leadership team, specifically:
Human Resources, to ensure employment procedures and policies are consistently followed, to facilitate recruitment and hiring, worker safety, and to seek guidance related to disciplinary concerns.
Marketing staff as needed, for program promotion and public relations; able to deliver presentations to consumers, providers, and community groups.
Fiscal Director, to understand fiscal policies and procedures, funding sources, budgets, and social services program costs, to facilitate payment of service order invoices, and to assist with grant writing.
Evidence-Based & Home Safety Director for collaborative services and programming.
Nutrition Services Director for collaborative services and programming.

Responsible for ensuring social services employee time, attendance, and expenses are properly submitted in a timely manner and that work hours are allocated accurately, including time study documentation and Medicaid Administrative Claiming documentation.
11.
Participate in staff and program director meetings as requested by CEO; attend meetings and collaborate with other Area Agency on Aging program personnel and appropriate ADS staff as directed by CEO.
12.
Assist with the planning and development of the Area Plan and other documents as requested by the CEO.
13.
Attends Board and Advisory council meetings as requested by CEO; prepares board reports as required.
14.
Assists in addressing client needs when necessary and is capable and available for case consultation.
15.
Model and ensure compliance with agency policy and procedures.
16.
Other duties as assigned.
Qualifications:
1.
Bachelor's degree in human services with a minimum of four years of experience working in the areas of aging, disabilities, and community health preferred.
2.
Strong supervisory skills, ability to work without close supervision; additional conflict resolution skills preferred.
3.
Strong written and verbal skills; clear, professional, and diplomatic communication style, experienced and comfortable with public speaking.
4.
Must be exceptionally well organized, maintain detailed and accurate records, and consistently submit reports in a timely manner.
5.
Must maintain a high degree of confidentiality.
6.
Must become certified as an Alliance of Information and Referral Specialist within 6 months of employment and obtain any additional required certification prescribed by the Iowa Department of Health and Human Services, Division of Aging and Disability Services upon notification.
7.
Must have strong computer skills, be highly organized, and maintain a high self-standard for accuracy in data entry, created documents, and staff instruction.
8.
Must possess valid driver's license, auto insurance, access to reliable transportation, and ability to travel as job requires.
